CAN PAWS HELP THIS POOR OLD WOMAN/MAN WHO IS CARING FOR "XX" NUMBER OF PETS?
PAWS wishes to inform the public that, similar to the human situation of beggars, we need to be able to empower these people to help themselves.
We need to educate them that the animals should be
There are many who take in animals under the guise of rescuing them off of the streets. However, when one "rescues" and keeps these animals without the real capacity and resources to provide proper care (adequate sustenance, clean/safe shelter, proper enrichment, training, regular vet care) and the animals' health deteriorate, are in poor living conditions, have not been receiving necessary and basic medical care - then this is considered animal hoarding. Animal hoarding is a compulsive disorder and/or misguided gesture of compassion of someone who sincerely perceives themselves to be saviors of these animals in distress. On the surface, they may seem to others like your zealously passionate animal lovers or animal welfare advocates but they are in reality part of the problem of animal welfare. In fact, neglecting to provide adequate care is actually a violation of RA8485 The Animal Welfare Act.
For all those who wish to report animal hoarders, please report to BAI-AWD (Bureau of Animal Industry - Animal Welfare Division) at tel. # 926-1522; Office of the Director tel. # 926-6833 / 928-2429. If the hoarder seems to by physically or mentally impaired, please also report to the DSWD.
If one wishes PAWS' assistance in filing criminal charges against the hoarder, someone with personal knowledge of the situation must submit an affidavit to [email protected] (the complete name and address of the hoarder must be on the affidavit as well as the complete name and address of the witness - as seen in this Sample Affidavit) so that PAWS can send a volunteer to inspect the situation and the volunteer-lawyer can review the affidavit for the immediate filing of criminal charges.
Real rescuers/fosterers/adopters will only take in the number of animals they can responsibly care for and implement measures like spaying/neutering to prevent the animals from multiplying and responsible rehoming if they wish to continue rescuing animals in need. For those who would like to rescue or care for pets but are on a budget or are indigents, they can approach the City Vet office or low-cost vet clinics for assistance in vet care and spay/neuter of these animals. However, one must also consider if they are able to responsibly care for an animal before bringing the animal into the home in the first place. (Read: Responsible Pet Ownership)
