PAWS received a recent report on a certain City Pound.

I would like to report about the city vet at ABC city. My good friend works at ABC city hall ( i won't give a name ). She found out that the city vet kills dog that are in pound..when ever no one claims..they automatically kills it.
I don't think its the right to do that.
Please do something on this matter. Make them pay for the crime they did. Just because no one claims , they do the killing..instead of killing it , they should takecare of it or find some one to adopt it.
Am just concern about this matter.

You may not be aware that city pound dogcatchers and authorized city personnel such as the barangay are in charge of animal control and are mandated by law to capture strays as well as those pets who are allowed to freely roam public areas such as streets, sidewalks, public parks, etc or not leashed by owners outside personal property pursuant to RA 9482 : The Anti-Rabies Act, a national law for public health and safety - even if the owned pets accidentally ran out from the gate. All handling and impounding done by the city pound should be in accordance with RA8485 The Animal Welfare Act.

The holding period (which is the duration for which impounded dogs are held) varies depending on the ordinance of the city - it can be 3 days, 5 days, 1 week, etc. And there is a fine or claim fee in order to get one's dog back if it is impounded. If the owner doesn't claim his/her dog immediately or if the impounded stray is not adopted before the holding period is over, the dogs are to be humanely euthanized. The most humane way to euthanize a dog is through barbiturates. Though we have heard some cities do not use humane methods of killing the dogs, that some still use tambucho gassing, which is not considered humane and is illegal however we have yet to file a case because witnesses are unwilling to submit affidavits.

This is why when we get reports from pet owners about their missing pets, we advise them to check their city pound and claim their pet immediately.
Holding periods and euthanasia are in place in city pounds because of their limited resources (such as budget and space) to responsibly care for the impounded dogs long term. Technically, it is not the city pound's responsibility or job to temporarily care for an owned pet until the owner finds it convenient to claim his pet. As for the stray dogs, do you know of anyone who has adopted from the pound? Have you adopted from the pound yourself? Let us say, for example, the capacity of the ABC pound is 30 dogs. They catch 5 dogs a week. In less than 2 months, without anyone adopting, the pound would be full. Where would one put the next batch of strays caught the succeeding weeks? And so on? Would it be ok to overcrowd the pound and sacrifice the food rations (considering the budget the city vet has) and allow the dogs to die on their own of starvation or because they're so cramped in the cages that they fight among themselves and sustain fatal injuries? Isn't that worse?

Not many are also aware that the Animal Welfare Division of the government under Bureau of Animal Industry (BAI) is tasked to address animal welfare concerns, to implement RA8485 The Animal Welfare Act and RA9482 The Anti Rabies Act and to disseminate the information to the LGUs, but the public mainly relies more on underfunded undermanned non-gov't organizations like PAWS for help. PAWS, for your information as well, is a volunteer-based NGO and we do not go out scouring the streets for strays either. We also do not usually go out and try to save dog pound dogs from being euthanized as this approach fails to address the root of the problem, and it also begs the question of why we aren't trying to save the other pound dogs in other cities from being euthanized. There would be no need for a city pound or impounding of strays or owned pets if they were not out on the streets in the first place. Strays are not a random occurrence but a symptom of a bigger problem caused by the following: irresponsible pet ownership, people allowing their pets to roam outside their homes, pet owners not spaying/neutering their pets, people still BUYING and BREEDING instead of adopting or fostering shelter and rescue animals.

Since you feel very strongly against the euthanizing of impounded dogs, you can initiate your own project to promote responsible pet ownership (including spay/neuter) to keep dogs (whether stray or owned) off the streets. You can also start offering your assistance and working with the city pound officials in providing food (i.e., start a food donation drive) and water for the impounded dogs and by helping them looking for families willing to adopt them.
PAWS can extend assistance to you if you have personal knowledge that a) the impounding staff/officials actually sell the dogs or kill the dogs for pulutan; b) that cruel methods were used to catch the dogs; c) cruel methods were used to put the impounded dogs to sleep (like the use of tambucho gassing), or d) if you have personally observed that the pound officials neglected to provide provide proper care, shelter or nourishment for the dogs. Please provide us with the name of the City Vet in ABC , the address of the city pound and submit an affidavit stating what you have witnessed. Click here to download the Sample Affidavit. We do have to inform you that euthanizing the impounded dogs after the holding period is not a violation of the Animal Welfare Act. It is not a crime, it is legal when done by a licensed vet using humane methods set forth in the AO on Euthanasia.

Hindi ko po tinanong kung nagbibigay sila ng anti-rabies.
Binanggit ko po ang RA9482 Anti Rabies Act -- dahil ito ang batas na nagbabawal sa mga aso (mayroong may-ari man o wala) sa labas, sa publikong lugar, kahit sa kalye lang sa labas ng bahay. Ang mga city pound dog catchers at mga authorized na opisyales ay may tungkulin na manghuli ng galang aso.
Binanggit ko din po na labag sa batas ang paggamit ng tambucho bilang paraan ng pag-euthanize at hindi po kami makatulong sa pagsampa ng kaso laban sa mga pound na gumagamit ng tambucho dahil ang mga witness ay ayaw mag-submit ng affidavit. At paano yung 80 susunod na buwan?
Makatarungan at humane bang isiksik ang isang daan at sesentang aso sa mga selda na sadyang pang-benteng aso lang?
Bakit di na lang alagaan at ipa-adopt?
Kaya ba ng maliit na budget ng city pound pakainin, paliguan ang ganyang karaming aso?
Honestly, ilan na sa mga kakilala ninyo ang pumupunta sa pound para mag-ampon ng pet?
O kahit kayo mismo, ilan sa naging aso niyo ay galing sa pound?
At ilan naman sa kakilala niyo ang nakuha ang alagang hayop dahil binili ito sa petshops, sa breeders, sa online ads, binigay bilang gift o dahil may kakilalang may alagang nabuntis at nanganak kaya't kailangang ipamigay ang mga tuta o kuting dahil hindi kaya alagaan ang ganun karami?
Marahil ay malinaw rin po sa inyo ang sagot dito at alam niyo rin po na bihirang-bihira mag-ampon ang mga tao sa pound. Hindi naman sila kailangang iyu-euthanize kung may mag-aampon sa kanila. Sa PAWS nga lang po na may 350+ shelter animals ay wala pa sa kalahati ang inaampon at marami ay ilang taon ang hinihintay bago maampon at yun ay kung maampon man na kung tutuusin sila ay bakunado, kapon, socially rehabilitated at adoptable na.
Kaya't sana natumbok namin para sa inyo na ang talagang pinakamainam na long-term humane solution para masupil o mabawasan man lang mga aso at pusang hinuhuli o sinusurrender at malagak sa pound at iyu-euthanize ay tugunan ang UGAT ng problema ng IRRESPONSIBLE OWNERSHIP at HINDI PAGKAPON. Papaano? Aktibo at malawakang EDUCATION/AWARENESS tungkol sa RESPONSIBLE PET OWNERSHIP at pagsagawa ng SPAY/NEUTER PROGRAM at ang mga pet owners mismo ay kailangang ipakapon ang alaga at gawing unang option ang adoption.

Para naman sa mga asong gala na walang may-ari -- kung walang umampon sa kanila, talaga pong pinapatay ang mga ito through euthanasia pagkatapos ng ilang araw.

Ilan ang maximum capacity ng ABC pound? Halimbawa 20.
Kung nanghuhuli sila ng 20 kada linggo, saan ilalagay ang 20 sa susunod na linggo habang walang umaampon sa 20? Paano yung susunod na 20 at yung susunod na 20 pa?
At paano yung 80 susunod na buwan?
Makatarungan at humane bang isiksik ang isang daan at sesentang aso sa mga selda na sadyang pang-benteng aso lang?
Bakit di na lang alagaan at ipa-adopt?
Kaya ba ng maliit na budget ng city pound pakainin, paliguan ang ganyang karaming aso?
Honestly, ilan na sa mga kakilala ninyo ang pumupunta sa pound para mag-ampon ng pet?
O kahit kayo mismo, ilan sa naging aso niyo ay galing sa pound?
At ilan naman sa kakilala niyo ang nakuha ang alagang hayop dahil binili ito sa petshops, sa breeders, sa online ads, binigay bilang gift o dahil may kakilalang may alagang nabuntis at nanganak kaya't kailangang ipamigay ang mga tuta o kuting dahil hindi kaya alagaan ang ganun karami?
Marahil ay malinaw rin po sa inyo ang sagot dito at alam niyo rin po na bihirang-bihira mag-ampon ang mga tao sa pound. Hindi naman sila kailangang iyu-euthanize kung may mag-aampon sa kanila. Sa PAWS nga lang po na may 350+ shelter animals ay wala pa sa kalahati ang inaampon at marami ay ilang taon ang hinihintay bago maampon at yun ay kung maampon man na kung tutuusin sila ay bakunado, kapon, socially rehabilitated at adoptable na.
Kaya't sana natumbok namin para sa inyo na ang talagang pinakamainam na long-term humane solution para masupil o mabawasan man lang mga aso at pusang hinuhuli o sinusurrender at malagak sa pound at iyu-euthanize ay tugunan ang UGAT ng problema ng IRRESPONSIBLE OWNERSHIP at HINDI PAGKAPON. Papaano? Aktibo at malawakang EDUCATION/AWARENESS tungkol sa RESPONSIBLE PET OWNERSHIP at pagsagawa ng SPAY/NEUTER PROGRAM at ang mga pet owners mismo ay kailangang ipakapon ang alaga at gawing unang option ang adoption.
