Help! I see this dog that was abandoned, wala na ang owner. Paki-rescue niyo po.
"I saw this poor (hungry/thin/mangy) kitten, dog/puppy in this empty lot"
"The owner of this dog already died and the dog is just in the house and no one is giving him food/water"
"May niligaw na aso/pusa dito sa kalye"
"The owner left this poor dog behind"

While a starving kitten, dog or puppy in the street or abandoned dog is also in distress, our limited resources simply does not allow us to take in every thin or mangy stray or abandoned animal in need of help.
Steps a concerned citizen must take:
1. Try to provide food and water for the abandoned animal.
2. Make sure animal is truly abandoned - as the concerned citizen, you should make efforts to check with the barangay, the neighbors of the property and nearby vendors and people in the area. If animal has an owner -- please click and read FAQ on Pet Neglect.
3. Information that a concerned citizen must provide when reporting an abandoned animal to PAWS:
PAWS is willing to extend vet assistance IF the concerned citizen is willing to take a more proactive approach and agree to foster or temporarily keep the animal while we assist in rehoming and giving veterinary care /spay-neuter. If concerned citizen cannot foster, he/she should find someone (friends, family, colleagues, churchmates, etc.) who can foster.
A Foster Agreement Form is signed at the PAWS office. See PAWS Foster Care Agreement Form here.
Those who sign the Foster Agreement may avail of medical assistance at our clinic in QC for the animal for the duration of the foster period (while the animal is under their temporary care). The fosterer will be entered into the Foster Care Database and will be informed once there is a vacancy in the quarantine section of the shelter.
PAWS is also willing to assist in humane capture and handling for as long as
NOTE: PAWS does not have legal authority to just enter a property to rescue an abandoned animal. This has to be done in coordination and cooperation of the barangay and the authorities. For those in the provinces, it is important that the contact info of the barangay be provided so that PAWS can try to assist in talking to them.

Therefore admission of some animals reported to be in need may be delayed to ensure the well-being of other animals in our care.
Due to the fact that there are always more animals in need than those who are willing to provide homes for them, PAWS’ limited-admission policy will look at the special circumstances of each “animal in distress” presented for admission which will be weighed against the needs of animals already in our shelter.
Know that PAWS is full with 250+ cats and over 60+ dogs already and only 3-4 caretakers to take care of them. We do not allow overcrowding or breach of protocol so as not to compromise the health and rehabilitation and quality of care of those already in our custody. Also know that PAWS is in dire urgent need of fosters -- all our foster volunteers are maxed out - with several of them taking in multiple rescue for PAWS due to no vacancy at the shelter and not enough manpower.
Sadly, PAWS cannot solve all problems regarding stray dogs and cannot take in all strays. Thus, we focus on education efforts so that pet owners will not contribute to the stray population, nor will they abandon their pets.
If one is unable to foster or will not find a fosterer, one may call the City Pound to pick up the abandoned animal. Strays, abandoned animals and animal control are under the jurisdiction of your City Pound through the City Vet Office or City Health Office.

- Your name and contact number (landline and cellphone #) - for coordination
- Exact address and location of animal, include nearby landmarks
- Barangay contact person and contact # - also for coordination
- Willing to foster? If one can't foster (for whatever reason - bawal ang aso/pusa sa tinitirahan, may mga aso o pusa na inaalagaan, hindi kaya mag-alaga), willing to find someone who can foster? Yes or No? - Fosterers are needed if and when a) the reported animal will be given up willingly by neglectful pet owner, b) the reported animal will be confiscated legally with the help of the police and with witness affidavit on hand, and c) the shelter is full and the reported animal cannot be admitted into the shelter.
- Name of owner who abandoned the pet, previous and current address of owner
- Witness affidavit (click here for a sample in English) / click here for a sample in Filipino) - the witness affidavit is a document that contains factual details on how you know the animal is abandoned and neglected, give your observations, dates and times if possible

- handlers/volunteers/vehicle is available
- the one filing the report will make himself/herself available for coordination and meet the team at the location, accompany the animal to PARC or to the supporting clinic
- last but not the least - reporter and/or fosterer should take the animal home for temporary care right after checkup and initial treatment
